    This dynamic linking library is part of the Authentication Security Components (Windows Embedded), marked as Net Logon Services DLL. In Windows XP Professional, Session Manager, Smss.exe, is the first user-mode process created in the system. Session Manager in turn launches the Windows subsystem process and the standard Windows logon process. The standard Windows logon process requires Local Security Authentication Subsystem process (LSASS), where this library is loaded to provide the network authentication functionality. Authentication is the process of a principal, a user, group, or service, or a device validating its identity to another principal or device. Windows Embedded Standard includes all of the Windows XP Professional authentication security components.
