Monitor.exe is part of the install for the PixArt PAC73xx family of USB SoC cameras used in products by various manufacturers. These camera devices all have one or more buttons (e.g. to snap a picture). Monitor.exe watches some HKLMSOFTWARE Registry entries which are defined in the Monitor.ini file. When the user clicks a camera button, the driver (PAC73xx.SYS) updates the Registry entries, and Monitor invokes the appropriate EXE (an image or video capture app usually) to handle the particular button event. The invoked EXE's can be changed in the INI file, and Monitor.exe must be stopped and restarted.
