This executable is part of the performance suite from PerformerSoft LLC - the Application Manager. Check their pages for list of the products - http://www.performersoft.com/index.php. On many forums some users have problems with uninstalling of some of their soft. Also this one is marked as a possible threat, but not a virus : not-a-virus:AdWare.Win32.Bromngr - so it should be only an AdWare, not a helping utility at all. Check its functionality, should be safe... If you want to remove this file but file is locked, then you can rename BrowserProtect directory to some temporary name and restart computer. After restart you should be able to delete it.
