    There are at minimum two files of this name : atieclxx.exe is a process from ATI Controlpanel by Ati and part of ATi Graphic card drivers, it offers additional configuration options and support for graphic cards. In second version it is part of the AMD External Events application. Both versions are legitimate executables and in most cases safe.
