This dynamic linking library is part of the V9-ToolBar (a V9-ToolBar Module). This toolbar is just an ordinary Internet Explorer add-on, a community toolbar with standard functionalities. The toolbar itself seems to be created by Conduit company and released for a public to use freeely, so user can see the toolbar files (as this library) used by many different comapnies. In most cases we can see this library used by Beijing Elex Technology Co., Ltd, which is one of the biggest companies serving as a developer and provider of social games and browser games in non-English speaking game markets (mostly China), and closely working with Tencent.
