ouc.exe is a 32bit system process used by various HUAWEI Technologies Co., Ltd software (most notably Hi Suite). It's safe to kill but keep in mind that it needs to be running in order to use the bundled Huawei software of most mobile devices.

File installed always with modem for mobile internet (PLAY ONLINE in my case). This is a kind of hauwei utility which checks for updates. In my case, on windows 7 home premium, it froze the system after boot. I could not do anything. After a few minuts everything was ok, and i was able to work normally. I unchecked this file from msconfig/autostart and now system boots under 50s... and everything is ok.

This file isn't safe at all. It can be used to generate traffic and in my case i have a pre paid usb modem which means that when i stick it in my laptop and connect to a mobile or 3G network, the OUC.EXE can cause me to loose credits without me knowing it when it attempts to update. Not good Huawei you should never add any software like that.

I also have ouc.exe running. I am using a Mobilicity internet data stick, which also uses Huawei technology. I have found no disruptions to service when I end the process in the task manager.
