Completely safe. This is the GUI interface that allows configuring or biewing the state of the IPv6/IPv4 tunneling protocol that offers full interconnectivity between Internet and Internet2, including through local NAT and firewalls. This process is the GUI part. There's another exefile named "gogoc.exe" which is the client part of the protocol, running as a service. This does not require administrator privileges, this is a standard Internet application running in usermode and communicqting with the background servide using IPC based on named pipes. This protocol creates an additional virtual network interface visible in the standard network control panel. IT supports external local firewalls, antivirus, internet filters. The tunnel it creates is fuly recognized by all IPv4 and IPV6 as if you had native connectivity. It fully supports the native IPSEC for IPv6 (unlike most IPv6/IPv4 solutions currently provided by ISPs that only offer native IPv4), and has an excellent performance (Youtube videos are playing OK). The remote tunnel broker with which it communicates may be located in several continents (currently Montreal, Amsterdam and Hong Kong), assigning a unique and static IPv6 address which is authenticated and personal. See http://www.gogo6.net for details.
