This is a Microsoft unsupported product (I think part of Windows PE). It creates a virtual CD-ROM drive so you can run ISO image files right from it instead of burning them to a CD. It also works for DVD ISO files. I just used it to install Visual Studio from a 4GB ISO. It worked fine.
