SwUSB.exe was set to run via a system service called RunSwUSB which had no description. It starts via C:WindowsruNSW.exe and writes log to runSW.log. I had a 69 MB log growing constantly. It showed the program was being run every couple of seconds. I noticed this initially because Windows was showing the "loading" mouse icon every couple of seconds.
At each run the log showed lines like this:
