This dynamic linking library is connected with a few applications with different names - BrowseToSafe, EasyLife, WebSearch, EasyLIfe - all of them seems to be some web utilities or toolbars / internet browsers add-ons from Bettersoft - also there are more companies with this name, but the real source seems to be this one : http://www.bettersoft.ro/ In most cases this library seems to be safe, but there is no description about its behavior. Scan is recommended - in this version the file is by some antiviruses marked as an adware.
