This is one of several processes used by the Online Armor Free firewall. While not malware, it uses lots of CPU processing at times, particularly when using an internet browser, despite settings to trust frequently-used websites and the browser itself. This behavior gets progressively more intensive over time, ultimately causing slow browsing, times-out when loading pages, and occasional freeze-ups. Only long-term solution has been to do a complete uninstall/reinstall. When successful, this seems to eliminate CPU issues for many months before they recur.
