Originally this file seems to be integral to the process establishing the connection, thereafter providing on/off switching and usage information, via a desktop icon. Windows 7 updates (?) appear to have affected this file operation, causing it to bring up an error message on start-up of the PC or clicking on the icon. Network capability does not seem to be affected in this case. Un-installing the application seems to cause loss of ready connectivity : ie, network diagnostic tools are called to " fix " the connection, which they do. The system on which this problem occurred used a Wifi connected NextG Elite Gateway Router. No idea whether Telstra is aware of the problem or what they can do about it.
