This is a kind of hauwei utility which checks for updates. In my case, on windows 7 home premium, it froze the system after boot. I could not do anything. After a few minuts everything was ok, and i was able to work normally. I unchecked this file from msconfig/autostart and now system boots under 50s... and everything is ok.

Not good Huawei you should never add any software like that.
